I would categorize this pattern as Intermediate. You're knitting 'lace' on double pointed / circular needles. The time it takes to do such intricate work (using sock yarn) is not commensurate with the outcome. At first glance it appears to be a simple eyelit pattern with ridge on each side, but that's not exactly it. It's a 'mock cable' stitch with eyelit. It would be beginner on 2 needles, if there was a pattern for that.
